This tool was created by The Spiritual Mad Man.
Technically, this is a code snippet, not an actual utility program. No version number is provided.
This tool was written in QuickBasic, as a demonstration of how to convert text to the B.C.V. Format for importing by Biblos into e Sword.

 

Either QBasic 4.5 or QuickBasic 4.5 must be installed on your system.
QBasic can be found on a Windows 98 Installation Disk at: D:\TOOLS\OLDMSDOS.
It does not appear to be on the install discs for Windows 2000 or later.
